U/W is the best color duo for level up. Of the sixteen other U/W decks I have made that have at least 5 games, only half have winning records; however, only one is a level up deck, and that is the 13-6 Saith The Lord. The goal here is to building a pure army with level up and its related benefits (see Champion’s Drake and Time of Heroes). Many of the selections were made to take advantage of the costs of leveling the creatures, rather than the costs of the creatures themselves, but it still came in with a 2.00 average on a 13/17/7/3 curve.
