I decided to do a proliferate deck, looking first at cards with proliferate, and then at those that got +1/+1 counters, and  finally at anything that could take counters. Naturally this gave me blue and white with allies and level up. At the very end, I had to take one copy of Inexorable Tide out since I could not risk hitting multiples too early. Mother of Runes stands out as the only creature that doesn't participate in the theme (she has her uses), and Counterspell is the only other spell in this category, but it replaced two copies of Fuel for the Cause merely on cost. While not cheap at a 2.43 average cost, its 11/12/10/4/2/1 curve feels workable.
