Firstly, the list. At the time of writing the list is $91.44 - $16.98 for Meren = $74.46.
Meren is a pet card of mine. I have a 100% list that I adore and play whenever I can find a good cEDH table, so when the chance came for me to try and make her kick ass on a budget I jumped at it.
This list's main gameplan is to stop opponents from comboing off early by killing key artifacts/creatures, then grinding their resources down in the midgame until they are topdecking with nothing but lands in play. This is accomplished by recurring cards like [[Burglar Rat]] and [[Plaguecrafter]] and abusing one of your draw engines in [[Skullclamp]], [[Midnight Reaper]], erc. Once the coast is clear, the deck has many ways to reanimate or cheat a Protean Hulk into play and sac it for the kill.
The hulk line is first fetch Viscera Seer/Carrion Feeder and Phyrexian Delver recurring Hulk, sac Hulk again to find [[Disciple of the Vault]], [[Melira, Sylvok Outcast]], and [[Wingrattle Scarecrow]]. Sac the the scarecrow, drain the table, profit.
I've built this list to excel against blue Dramatic Scepter decks with cards like Damping Matrix/Sphere, Root Maze, and Rec Sage-type effects and it naturally crushes other creature decks by forcing them to sac all of their guys, or clearing out everything with a double [[Minister of Pain]] turn.
Some meta choices I'm not currently including are [[Loaming Shaman]] for both graveyard hate and shuffling back combo pieces (which shouldn't be necessary since you can just Meren them back), or [[Choke]] if your table often has 2+ blue decks. [[Shriekmaw]] and [[Boneshredder]] are also great options if your table is creature-heavy and doesn't play much black.
