Notes
 
This deck is trying to dump as many copies of Arclight Phoenix into the graveyard as possible, then play 3 spells and bring them all back. Goblin Electromancer helps make this line of play cheap enough to happen reliably, and Crackling Drake gives you a backup route to victory. Every other card in the deck is a cheap spell that draws cards or kills creatures, with the exception of one Ral (which gives you a bit of extra lategame punch).

Post-Mythic Championship, I'd make a couple changes:

-1 Blood Crypt, +1 Mountain

The Blood Crypt was to cast Discovery/Dispersal (both halves), but it comes up less than the 2 life, so I'd look to remove it.

-2 Sorcerous Spyglass, +1 Disdainful Stroke, +1 Spell Pierce

Spyglass was aimed at Teferi, but because Esper often sides in Hostage Taker, I'd just play two more counterspells.

This deck is at its best when facing Mono-Blue, and has close matchups against Mono-White/Azorious Aggro and Sultai (especially depending on the card choices in the Sultai deck). It has trouble with Esper, as we unfortunately saw, and is even worse against Nexus. It's also good against midrange of all stripes, so if decks like Midrange Rakdos or Gruul get popular, Phoenix is a good choice.
