It wouldn't be Dimir, without a little Mill action!
This deck was started as a punishment from my wife. I was spending too much time playing and not enough time with our daughter. She made a very unique punishment in that I could not start or build any other decks in any format until her Commander deck was build to her standards. It had to be Blue/Black, had to be the win conditions/gameplay I hated the most (Mill and stealing your stuff), and most of the cards had to be unique (foils/promos). Who better to do it with then Lazav!
When the playstyle is going to be mill and stealing other's stuff, he is the best Commander for the job. Even with out causing any Mill to happen, EDH has big creatures always hitting the graveyard. He has Hexproof and can constantly change to what you need.
The Deck is packed with ways to use the Mill in other ways, as it runs a lot of ways to abuse the well-fed graveyards it creates. The deck ALWAYS plays different, so it's never boring to play twice at the table.
