not enough bears. Needs Striped Bears, and Razorclaw Bears, and Goreclaw, and Pale Bears, and Forest Bear, and Surrak Dragonclaw (he punches bears).
Essentially you're running way too many non-bears that are bears and not enough bears that aren't bears.
trust me i have a bear tribal deck. Its "lit" as the youth says.
